Cebu Gov. Hilario Davide III "exchange places" with Vice Gov. Agnes Magpale as he files COC for Vice Governor and she will run for Governor in the May 2019 polls.
Magpale will be the standard bearer for the Nationalist People's Coalition (NPC) - Hugpong Ng Pagbabago alliance here in Cebu.
