Highlight: Holy Mass officiated by Archbishop Jose Palma and candlelighting ceremonies led by Mayor Osmena.
In his speech, Mayor Osmena thanked President Duterte for approving the BRT project for Cebu.
He however told the crowd to report to him if they see "injustice" in the streets even if it is dawn, he will be there to support them.
He emphasized that it was not a gathering to criticize the police or anyone but merely a thanksgiving for Cebu.
